What Is Ethereum Layer 2? Gas Fees Explained in Plain English

The "wait, it was $20 yesterday" moment

A friend recently messaged me confused. He'd paid $18 in gas to swap on Ethereum mainnet, then a week later did the same swap on Base for less than a cent. He assumed I was pranking him. I wasn't. That gap isn't a promo, a glitch, or a difference in the tokens — it's a separate layer of the Ethereum ecosystem built specifically to make transactions cheap.

That layer is called Layer 2, or L2, and Base and Arbitrum are the two biggest ones. If you've ever felt that Ethereum fees are absurd and wondered how anyone uses it, L2 is the answer. Let me explain it in terms that don't require a computer science degree.

The carpool analogy that actually works

Imagine Ethereum mainnet as a road where every car sends itself across and pays the full toll. During rush hour the toll soars because everyone's bidding for limited road space — that's high gas fees.

A Layer 2 is a system that takes hundreds of those cars, packs them onto one bus, and sends the single bus across the toll road. The bus pays one toll, and everyone on it splits the cost into hundreds of tiny pieces. Each person still gets their own seat and their own journey — but instead of paying the full $20 toll, they pay their 200th of it, which is ten cents. That's essentially all an "optimistic rollup" is: a batching system that bundles many transactions and posts one compressed receipt to Ethereum.

Your transaction still inherits Ethereum's security — the bus ultimately drives on the same protected road, and the receipts get recorded on Ethereum. You're not trusting a separate system with your money. You're just sharing the toll.

Your two-part L2 fee, and the part that surprises people

Every transaction on an L2 like Base or Arbitrum has two cost components:

That second part is the thing that confuses everyone: if Ethereum mainnet is having a busy day, your Base or Arbitrum transactions get a little more expensive even though the L2 itself might be half-empty. It's counterintuitive until you remember the toll — the bus toll is priced off the main road, so when the main road is congested, everyone's slice of the bus toll rises too. Why L2 can still occasionally feel expensive

A 100x discount doesn't mean a fixed price. On a normal day a swap is $0.002 to $0.05 on Base and $0.005 to $0.30 on Arbitrum. During mainnet congestion — ETF news, a viral mint, FOMC Wednesday — the L1 data fee climbs and those swap costs can multiply 3 to 10x for a few hours. A $0.01 swap might be $0.15. Still absurdly cheap relative to mainnet, but not the floor.

This is why you'll sometimes see people complain "L2 gas is high today" — they mean it's 0.3 gwei instead of 0.01. The relative scale is so compressed that a five-cent transaction feels like a spike. Where the money actually goes

A useful mental model: the L2 execution fee goes to the network running your transaction (and on Base/Arbitrum it's basically negligible). The L1 data fee goes to Ethereum itself, paying the validators/network for the real estate where the proof lives. So even when you never touch Ethereum mainnet directly, your L2 activity quietly pays a small rent to Ethereum — which is part of how these chains stay anchored to and secured by it.

The reason L2 fees collapsed so much around 2024 was an Ethereum upgrade (EIP-4844, the "blob" market) that gave rollups a dedicated, cheap lane for posting that batch data. So should you ever use mainnet directly?

For the vast majority of people in 2026, no. Swapping tokens, minting NFTs, using lending protocols, trading — all of it is cheaper and faster on Base or Arbitrum, with the same underlying security. Mainnet is mostly where you bridge from, and where a handful of liquidity-gated actions still live.
